The 2.6 mile Autodromo Hermanos Rodriguez had suffered a rain shower overnight, meaning a damp track surface awaited the teams for the final practice session before qualifying later today.
Track activity was practically non-existent in the opening stages of the session as a result, with Fernando Alonso the first to set a time just over halfway through the hour-long practice.
The other drivers soon followed suit, however, with the track becoming very busy for the final 20 minutes.
Defending Mexico GP winner Verstappen recorded a late 1m16.284s tour to head champion-elect Lewis Hamilton by 0.254s, with Sebastien Vettel third within three-tenths of Verstappen.
Daniel Ricciardo could only manage a time 0.744s away from his team-mate in fourth, while US GP victor Kimi Raikkonen rounded out the top five.
Charles Leclerc led the way in the closing minutes before being shuffled back to sixth as the front runners posted late improvements on the still improving track, just ahead of the first Renault of Carlos Sainz Jr.
Pierre Gasly backed up his team-mate’s rapid pace from yesterday for Toro Rosso in eighth position, just ahead of Marcus Ericsson and Nico Hulkenberg in the second Sauber and Renault respectively.
