Lewis Hamilton set a 1:17.192 on the prime tyre to lead the pack before a shower of rain silenced the track for the last 60 minutes of the session.
The Brit led from his team-mate, Rosberg who posted a quickest time 0.7s slower.
The Ferrari’s of Vettel and Raikkonen were more closely matched but over a second away from Hamilton’s benchmark.
Kvyat put in a strong time just 0.005s slower than Raikkonen. The Red Bull showing better relative pace in the streets of Monaco so far.
Daniil led the two Toro Rosso cars of Sainz and Verstappen who remained impressive through the swimming pool section.
Alonso, Hulkenberg and Grosjean completed the top 10.
In the final minutes of the session teams sent the cars out for some exploratory laps which may useful learning for the drivers come Sunday afternoon.
